“PANAHON NA PARA MANAGOT SILANG LAHAT—KASAMA SI MARCOS!”
MANILA, PHILIPPINES — Vice President Sara Duterte has called for President Ferdinand “Bongbong” Marcos Jr. and members of Congress to be held accountable following a reported Supreme Court ruling declaring certain provisions of the 2024, 2025, and 2026 national budgets unconstitutional.
In her October 21, 2026 statement, Duterte welcomed the Court’s decision, describing it as a victory for constitutional principles, transparency, and the rule of law.
“THE NATIONAL BUDGET IS NOT A POLITICAL PLAYGROUND!”
Duterte reiterated her earlier criticism of the Bicameral Conference Committee (Bicam), alleging that it had abandoned its responsibility to carefully scrutinize government spending.
According to the Vice President, the committee had effectively become a rubber stamp for MalacaƱang rather than an independent body ensuring that public funds were allocated responsibly.
MARCOS AND CONGRESS UNDER FIRE
Duterte also questioned President Marcos’s decision to approve a national budget containing allocations that she claimed were inconsistent with his administration’s original National Expenditure Program (NEP).
She argued that government officials must explain how controversial budget provisions were approved and why public resources were allegedly diverted from programs intended to benefit ordinary Filipinos.
“PUBLIC MONEY BELONGS TO THE FILIPINO PEOPLE!”
The Vice President emphasized that taxpayer funds must serve the public interest—not political alliances, personal agendas, or the interests of powerful government officials.
She urged authorities to investigate the officials responsible for the disputed provisions and pursue accountability wherever evidence of wrongdoing exists.
BUT DOES AN UNCONSTITUTIONAL BUDGET MEAN SOMEONE IS AUTOMATICALLY GUILTY?
Not necessarily.
A Supreme Court finding that certain budget provisions violate the Constitution does not automatically establish corruption, criminal wrongdoing, or personal liability on the part of the President or lawmakers. Any such responsibility must be determined through appropriate investigations and legal proceedings.
THE BIG QUESTION NOW:
If billions in public funds were affected by unconstitutional budget provisions, who should answer for the decisions that allowed them to pass?
For Duterte, the message is clear: accountability must reach everyone involved, regardless of political position or influence.
THE FILIPINO PEOPLE DESERVE ANSWERS, TRANSPARENCY, AND JUSTICE!
What do you think? Should Congress launch a full investigation into the disputed national budget provisions?
