Lawmakers from the Makabayan bloc are calling on the House of Representatives to recall the proposed ₱7.2-trillion 2027 General Appropriations Bill (GAB) to review and correct provisions that could potentially violate the Constitution.

The call follows a reported Supreme Court decision concerning increases in appropriations in previous national budgets and certain provisions of the 2026 budget.

According to ACT Teachers Representative Antonio Tinio, Congress must ensure that the constitutional issues identified by the Supreme Court are not repeated in the 2027 national budget.

Tinio also suggested that the Senate could make the necessary corrections if the House refuses to recall the proposed legislation.

HOUSE VS. SENATE: WILL THE 2027 BUDGET FACE DELAYS?

The House reportedly approved House Bill No. 10858 on October 12 and subsequently transmitted the proposed ₱7.2-trillion national budget to the Senate.

However, Senate Finance Committee Chairperson JV Ejercito warned that reopening the budget process in the House could delay its passage before the end of the year.

Instead, Ejercito favors resolving disagreements between the two chambers through the Bicameral Conference Committee, commonly known as BICAM.

SUPREME COURT RULING, NAGDULOT NG PANIBAGONG PANAWAGAN!

Nanawagan ang mga mambabatas ng Makabayan bloc na bawiin muna ng House of Representatives ang panukalang ₱7.2-trilyong 2027 General Appropriations Bill (GAB) upang masuri at maitama ang mga probisyong maaaring sumalungat sa Konstitusyon.

Kasunod ito ng iniulat na desisyon ng Supreme Court tungkol sa mga pagtaas ng appropriations sa mga nakaraang pambansang badyet.

Ayon kay ACT Teachers Rep. Antonio Tinio, mahalagang matiyak na hindi na mauulit sa 2027 budget ang mga problemang tinukoy ng Korte Suprema.

Umiinit ang usapin kaugnay ng mga alegasyon ni Rodulfo Gracioso Jr. matapos sabihin ni Vice President Sara Duterte na inaasahan niyang magsasampa ng kaukulang kaso ang National Bureau of Investigation (NBI) kung mapatutunayang hindi totoo ang mga pahayag na nakapaloob sa kanyang affidavit.

Ayon sa Bise Presidente, nararapat na hintayin ang pagkumpleto ng imbestigasyon at masusing pagsusuri ng mga ebidensiya bago gumawa ng pinal na konklusyon.

29 PAHAYAG ANG KINUWESTIYON NI VP SARA

Matapos matanggap at suriin ang affidavit ni Gracioso, sinabi ni VP Sara na nakapagtala siya ng 29 na pahayag tungkol sa kanya na pinaniniwalaan niyang hindi totoo.

Kabilang sa kanyang mariing itinanggi ang alegasyong sila ni Jefry Tupas ay nasa o malapit sa Marinduque noong Mahal na Araw ng 2019.

Itinanggi rin niya ang alegasyong nasa Maynila sila noong Setyembre 21 ng parehong taon.

Mahalaga ang mga detalyeng ito dahil kung may mga rekord, dokumento o iba pang ebidensiyang makapagpapatunay kung nasaan ang mga taong sangkot sa mga nasabing petsa, maaaring makatulong ang mga ito upang kumpirmahin o pabulaanan ang mga pahayag sa affidavit.

POSIBLENG PERJURY?

Binanggit din ni VP Sara ang pahayag ni NBI Director Melvin Matibag na maaaring maharap sa kasong perjury si Gracioso kung mapatutunayang may maling pahayag siyang ginawa sa ilalim ng panunumpa at kung matutugunan ang mga kinakailangan sa ilalim ng batas.

Gayunman, ang posibilidad ng pagsasampa ng kaso ay hindi nangangahulugang napatunayan na ang pananagutan ng sinuman. Kailangang makumpleto muna ang imbestigasyon at masuri ang kabuuan ng ebidensiya.

ANG MAS MALAKING TANONG: KREDIBILIDAD

Ngunit mahalaga ring tandaan na ang pagtanggi ng isang taong inaakusahan ay hindi awtomatikong nangangahulugang mali ang alegasyon. Sa parehong paraan, ang pagkakaroon ng isang sinumpaang affidavit ay hindi awtomatikong nagpapatunay na tama ang lahat ng nakasaad dito.

Dito pumapasok ang kahalagahan ng isang patas at masusing imbestigasyon.

COMMENTARY: EBIDENSIYA ANG DAPAT MAGSALITA

Sa mga sensitibong usaping may malaking epekto sa politika at tiwala ng publiko, hindi dapat social media, popularidad o partidong kinabibilangan ang maging batayan kung sino ang paniniwalaan.
